Background

A recent UNCTAD report (2022) highlights that Africa’s creative economy is a flourishing sector contributing significantly to cultural identity and economic growth, accounting for approximately 1.5% of the global creative economy and generating 2 million jobs. Between 2010 and 2020, the export of creative goods from Africa increased by 4%, and cultural industries in the region experienced notable growth of 13.9% in 2018. Countries like Nigeria, with its thriving film and music industries, have shown impressive progress, notably with Nollywood becoming the second-largest film industry worldwide. The continent’s rich cultural diversity and youthful population present immense potential for innovation and job creation. However, the sector faces challenges that must be addressed to fully unlock this potential.

Terms of Reference for Development of Training Modules

 Background

The textiles and leather sector is crucial for Africa’s economy, providing millions of jobs through activities such as raw material production, manufacturing, and retail. Adhering to quality standards is essential for global competitiveness, and training should focus on compliance in areas such as textile labelling, chemical safety, and environmental regulations.

The implementation of standards for the textiles and leather sector in Africa remains a challenge due to lack of information by SMEs on the impact the standards would have on their products in the market. This therefore necessitates development of documents as tools for information dissemination (unavailability of suitably developed training modules and effective training delivery) on the requirements in the standards that the SMEs need to have in order to achieve quality products required by the market.

There is an increasing emphasis on sustainability, with training covering eco-friendly processes, waste management, and sustainable material sourcing. Health and safety protocols are critical for protecting workers from chemical exposure, and training must also include modern technologies and digital marketing strategies to keep pace with industry innovations.

Background

Conformity assessment is the demonstration that specified requirements relating to a product, process, system, person or body are fulfilled (ISO/IEC 17000:2022, 2022). The subject field of conformity assessment includes activities such as testing, inspection and certification, as well as the accreditation of conformity assessment bodies.

Certification is the third-party attestation related to products, processes, systems or persons that fulfilment of specified requirements. Certification is preceded by the verification of the suitability, adequacy and effectiveness of selection and determination activities, and the results of these activities, with regard to fulfilment of specified requirements by an object of conformity assessment.

Certifications in the textile industry serve as a mark of assurance for both manufacturers and consumers. They validate that products meet specific quality and safety criteria and that production processes adhere to strict standards.

ISO 9001 is a widely recognized quality management system established by the International Organization for Standardization. To obtain certification, manufacturers must demonstrate their ability to consistently produce goods that meet consumer and legal standards while committing to their quality management practices.
